Do I Need a Special Event Permit?
In the City of Corona, Special Event Permits are required for public events held on public property. Private events hosted on private property do not require a special event permit.
Event size determines both the deadline and the required lead time:
- Minor Events: 25–1,000 attendees
Apply 90 days to 6 months before the event - Moderate Events: 1,001–3,000 attendees
Apply 120 days to 1 year before the event - Major Events: 3,001–6,000 attendees
Apply 120 days to 1 year before the event - Regional Events: 6,001+ attendees
Apply 180 days to 1 year before the event
You must apply for a Special Event Permit if your event:
- Takes place oudoors on public property (parks, libraries, community centers, etc.)
- Has 25 or more attendees.

Special Events in the City of Corona
Events held on public property require a Special Event Permit when they are public events or when the activity impacts normal park use. This includes a wide range of community‑based and recreational activities.
Examples of events that typically require a Special Event Permit include, but are not limited to:
- Community outreach events
- Health and resource fairs
- Festivals and cultural celebrations
- 5K runs and walk‑a‑thon style events
- Movie nights and outdoor programming
- Carnivals
- Holiday celebrations
- Flea markets
- Athletic events
- Concerts
- Parades
- Car shows
- Any activity with over 25 attendees that affectsthe normal use of the facility or pedestrian flow.

What You Need to Submit
To begin the review process, a completed application, siteplan, and application fee must be submitted. The Community Services Departmentcannot review or accept any additional materials until all three items havebeen received.
These items start your application review and must besubmitted together.
- Your site plan must include:
- Event footprint and layout
- Structures and canopies
- Parking plan
- Waste and recycling management
- Restroom plan
- Signage
- Sound systems
- Fencing
- Vendor layout
- All on‑site event activities
The permit review process will begin once the application,site plan, and non-refundable applicable fee have been received.
- $1,000,000 Commercial General Liability minimum
- Additional insured: City of Corona, itsofficials, employees, agents, volunteers
- Auto Liability & Liquor Liability whenapplicable
Corona Fire Department reviews all special events for fire safety and may require additional measures.
Required for the following:
- Vendor list
- Alcohol service (ABC authorization required)
- Food vendors (Riverside County health permits)
- Amplified sound permits (CMC Chapter 9.24)
All vendors must hold a valid City of Corona businesslicense.
Applicants must provide a complete list of all participatingvendors, including:
- Business name
- Address
- Representative contact information
- Description of services

Food vendors must have Riverside County health permits/certifications.
Alcohol service/sales require ABC authorization and Police Department sign‑off.
Amplified sound may require a Police-issued permit under CMC Chapter 9.24.
Building and electrical permits may be required for:
- Stages
- Platforms
- Bleachers
- Structures over 30 inches in height
Applicants must apply for and pay all associated permitfees.
Temporary signage may only be displayed during approvedevent hours and must not block ADA access, walkways, or entry/exit points.
Applicants are responsible for any damage caused by signageor temporary structures.
- One restroom per 400 attendees
- ADA‑compliant restrooms when public restrooms are insufficient
- Waste and recycling services coordinated with City Utilities and Waste Management
All vendors, including the applicant if applicable, must have an active City of Corona business license.
Once your required documents are approved, you will receivean invoice.
- All fees must be paid before permit issuance.
- Additional charges may apply for damages orservices beyond the scope of the original permit.
Depending on your event, additional requireements may include, but are not limited to:
- A site walkthrough
- Building permit
- Electrical permit
- Trash bin rental
- Portable restroom rental
- A detailed event itinerary
- Required security or police presence
