FAQs
Q. What is the purpose of the public hearing?
A. The public hearing is to discuss the placement of delinquent solid waste collection charges on the property tax roll for the coming fiscal year. This is in accordance with the City of Corona Municipal Code 8.20.310 and the agreement with Waste Management.
Q. When and where will the public hearing take place?
A. The public hearing will be held on Wednesday, June 4, 2025, at 6:00 p.m. at Corona City Hall, 400 S. Vicentia Ave., Corona, CA 92882.
Q. What charges are being considered for placement on the property tax roll?
A. The charges being considered are for unpaid solid waste collection services for the period from July 1, 2024, to December 31, 2024. The services that were previously billed by the City are not included in this process.
Q. Why is this process necessary?
A. Trash, organic waste, and recyclable materials at both single-family and multi-family locations is a vital and mandatory service in the city. This process ensures the financial sustainability of waste services, prevents unpaid service costs from being passed on to the general ratepayer base, and ensures compliance with applicable laws and contractual obligations. Unpaid charges for these services are considered a civil debt under Section 8.20.300 of the Corona Municipal Code (CMC). The City is authorized to collect delinquent charges through placement on the property tax roll when they remain unpaid for at least 90 days after the first billing date under Chapter 8.20.310 of the CMC.
Q. How can I avoid having delinquent charges placed on my property tax bill?
A. To avoid having delinquent charges placed on your property tax bill, you must pay the outstanding charges or clear the account by July 15, 2025, by contacting Waste Management at 1-866-949-9719 or via email at wmofinla@wm.com.
Q. What should I do if I recently acquired the property?
A. If you recently acquired the property, you may not be responsible for charges for service prior to your purchase. You can establish the effective date of the change of ownership by providing a copy of the escrow document or grant deed to Waste Management by contacting them at 1-866-949-9719 or via email at wmofinla@wm.com.
Q. What if my property is a rental unit?
A. If your property is a rental unit, this notice may indicate that your tenant has not paid charges for solid waste collection. If tenants do not pay their solid waste collection charges, the bill becomes the legal obligation of the property owner. Waste Management can send property owners quarterly notices on rental units upon request.
Q. How can I make a payment?
A. Payments can be made online at www.wm.com, or by automated attendant at 1-866-964-2729 using your WM Customer ID# or contacting WM Tax Roll Customer Department at 1-866-949-9719.
Q. Why did I get this notice if I paid my bill?
A. There are many circumstances that could cause an account to have an outstanding balance. If you believe your payments are up to date, please check your WM account online or contact Waste Management at 1-866-949-9719 or wmofinla@wm.com for more information or assistance.
Q. Who should I contact for questions regarding unpaid charges?
A. Questions regarding unpaid charges should be directed to Waste Management at 1-866-949-9719 directly or via email at wmofinla@wm.com
Q. What legal authority allows the City to place delinquent charges on the property tax roll?
A. The City of Corona Municipal Code 8.20.310 and Government Code Sections 38790.1 and 25831 authorize the collection of delinquent solid waste charges on the annual property tax bill.
Q. What happens if I pay the delinquent charges after the public hearing?
A. If full payment of the delinquent solid waste charges is received by July 15, 2025, the City Manager or their designee is authorized to amend the Delinquency Report by removing the parcel from the list of delinquent charges to be placed on the property tax roll.
Q. How will the delinquent charges be collected?
A. Once the City Council approves the list of unpaid charges, those charges will be added to your property tax bill. They will be collected at the same time and in the same way as your regular property taxes. While these charges don’t create a legal claim (lien) against your property, they remain due.
