State Permit Requirements

The City of Corona has ordinances that prohibit non-storm water discharges. However, most businesses have to also comply with the State of California Water Resources Control Board (SWRCB) regulations. Most businesses with a Standard Industrial Classification (SIC) code pertaining to manufacturing, processing, and transportatio operations are required to file a General Industrial Permit with the State. The list of required businesses according to SIC code can be found on Attachment A of the Industrial General Permit.

If an industrial facility is subject to the permit, the facility operator must file a Notice of Intent (NOI) with the SWRCB, pay an annual fee, prepare a storm water pollution prevention plan (SWPPP), and comply with specific permit requirements, including monitoring and reporting.

City Ordinance Requirements

Allowing contaminated runoff or other pollutants to enter the storm water conveyance system is a violation of Corona Municipal Code 13.27.050.

Industrial and commercial sites should ensure they are aware of the pollution risks associated with their operational procedures to prevent any discharges from entering the storm drain system. The use of appropriate Storm Water Best Management Practices (BMPs) is required regardless of whether a facility is subject to the state's General Industrial Permit or not.

The following business types may need to implement additional Best Management Practices due to their specific operations:

• Heavy and light manufacturing
• Automobile, boat, or equipment mechanical repair, maintenance, fueling, or cleaning
• Automobile/vehicle body repair/painting
• Mobile businesses (e.g. automobile/vehicle washing)
• Automobile/vehicle parking lots and storage facilities
• Landscaping companies and nurseries
• Shopping centers
• Retail or wholesale fueling
• Eating or drinking establishments
• Mobile carpet, furniture or drapery cleaning services
• Recycling facilities
• Pest control services
• Concrete and masonry services
• Painting and coating
• Pool and fountain cleaning
• Golf courses, parks and other recreational areas/facilities
