Sudden Cardiac Arrest (SCA) can occur anytime and the reality is that many people are not prepared or properly trained to recognize and assist someone in need of CPR. The Corona Fire Department strives to arrive on scene of all emergencies rapidly. The average national response times to medical emergencies are just under 10 minutes. Firefighters and paramedics from the Corona Fire Department arrive on scene of a cardiac arrest call on an average of less than 5 minutes. Response times to cardiac arrests within the City of Corona are swift however the early intervention of bystander CPR can increase a patient’s survivability. Scientific studies show that early CPR, defibrillation from an AED and initiation of 9-1-1 services can increase an individual’s chances of sudden cardiac arrest (SCA) survival by 2 to 3 times.

Sudden cardiac arrest can strike individuals of any age, at any time, and is one of the leading causes of death in the United States. Every year approximately 250,000 people die from sudden cardiac arrest. That's one every two minutes.
The Public Access Defribrillation (PAD) program is to provide the training and resources to aid in the successful resuscitation of a victim of sudden cardiac arrest (SCA). This goal can be achieved by making the equipment and training readily available to the public. The success of a PAD Program depends on three important factors - the location of equipment, training of personnel, and public education.
Cardiac arrest usually results from some underlying form of heart disease. Most cardiac arrest cases are due to abnormal heart rhythms called arrhythmias. Ventricular Fibrillation (VF) is the most common arrhythmia that causes cardiac arrest. VF is a condition in which the heart's electrical impulses suddenly become chaotic, often without warning. That causes the heart's pumping action to abruptly stop. When cardiac arrest occurs, the victim loses consciousness, has no pulse and stops breathing normally. Death follows within minutes.
Defibrillation is the only known therapy for VF. This technique of giving an electrical shock can restore the heart's normal rhythm if it's done within minutes of arrest. The success is highly time dependent. For every minute that passes without defibrillation, a victim's chances of survival decrease by 7-10%. After as little as 10 minutes, very few resuscitation attempts are successful.
Currently, 5-7% of sudden cardiac arrest victims survive nationwide. Research has shown that five actions can increase the chance of survival. These actions are known as the Chain of Survival.
The 5 links in the adult Chain of Survival are:
- Immediate recognition of cardiac arrest and activation of the emergency response system
- Early cardiopulmonary resuscitation (CPR) with an emphasis on chest compressions
- Rapid defibrillation
- Effective advanced life support
- Integrated post-cardiac arrest care
The Corona Fire Department, in cooperation with the American Heart Association, is working to strengthen all five links in the Chain of Survival.
Elements of a PAD Program:
- An organization that is willing to implement AEDs into their Health & Safety program.
- A prescribing physician that oversees the program.
- A training organization.
- Employees/members that are trained in AED usage and in CPR.
- A plan for ongoing training and AED checks and maintenance.
- A program that integrates with the local EMS system.

Become a Citizen Super Hero!
PulsePoint empowers citizens like you to provide life-saving assistance to victims in sudden cardiac arrest.
PulsePoint Respond App
The PulsePoint Respond App alerts CPR-trained citizens of cardiac events in their vicinity so they may administer aid.
If the cardiac emergency is in a public place, the location-aware application will alert users in the vicinity of the need for CPR simultaneous with the dispatch of advanced medical care. The application also directs these potential rescuers to the exact location of the closest Automated External Defibrillator (AED).
Be sure to follow Corona Fire Department to receive alerts.
PulsePoint AED App
When a cardiac emergency strikes, finding an Automated External Defibrillator (AED) can help save a life. But that takes knowing where AEDs are located.
PulsePoint AED lets you report and update AED locations so that emergency responders, including nearby citizens trained in CPR and off-duty professionals such as firefighters, police officers and nurses, can find an AED close to them when a cardiac emergency occurs.
The AEDs that you locate and report using PulsePoint AED are also made available to local dispatchers in the emergency communication center, allowing them to direct callers to the nearby life-saving devices.

“Vial of Life” Program

The “Vial of Life” program helps you to compile personal information and have it available for 911 responders in the event of an emergency.
A Personal Information Sheet is completed and stored inside a prescription medication type Vial which is then placed inside your refrigerator for safe storage.
A special Magnet is placed on the refrigerator door to alert Firefighters, Paramedics and Police Officers to locate your “Vial of Life” so that they can have accurate information to help you in a time of emergency or crisis.
The program is provided free of charge to residents in the community at no cost to the Tax Payer due to the generous support of the Corona Fire Safety Foundation, Corona Regional Medical Center, and Kaiser Permanente.
To find out how to obtain your Free Vial of Life or for more information send an email to VialofLife@CoronaCA.gov or call the Vial of Life Hotline at 951-736-2373.
