Learn about the City of Corona's Ordinance
On December 3, 2025, Corona’s City Council adopted a Mobilehome Park Rent Stabilization Ordinance (RSO) that applies only to mobilehome parks. The purpose of the RSO is to prevent excessive and unreasonable rent increases, while ensuring that park owners can earn a fair return on their investments.
The RSO is effective as of January 2, 2026. Park owners must obtain City certification or approval before increasing space rent on or after April 2, 2026. Rent increases implemented before April 2, 2026, are not governed by the Ordinance, since park owners should have provided notice of those increases before the Ordinance’s effective date of January 2, 2026, as required by California Mobilehome Residency Law.
