Corona’s General Plan Technical Update
What is a General Plan?
A General Plan is a long-range policy and planning document that guides the physical development and resource management of the City. The General Plan is required to be prepared in accordance with the requirements of California Government Codes Section 65300 et seq. The Plan addresses the seven mandatory elements of the California Government Code, which are land use, circulation, housing, open space, conservation, safety and noise. Specifically, it establishes goals and policy direction to ensure that a high quality of life is preserved and enhanced for Corona residents, businesses, and visitors. State law requires every city and county to adopt a General Plan to layout the jurisdictions’ future—looking ahead 20 years or more.
The last comprehensive update was completed in 2004. However, the Housing Element has been periodically updated since 2004 with the last update done in 2013. State law requires the Housing Element to be updated every eight years. The City’s current Housing Element is for the period 2013 through 2021.
Why update the General Plan?
As a matter of practice and pursuant to the State’s General Plan laws, Corona has routinely updated its General Plan. The proposed update is a technical update to the General Plan requiring the preparation of new technical studies to the circulation element, noise element, environmental resources, and public health and safety. The update will also address new state laws and regulations enacted by the state legislature and encompass updated transportation and traffic modeling based on updated existing conditions as well as projected future growth. The update will not change the land use of properties, but will update the Land Use Map to include General Plan amendments that have been approved since 2004 and correct any inconsistencies discovered in the update process. The technical update will respond to the new laws, and to effectively address growth and change ensuring that the vision and value of Corona remains relevant.
Notice of Preparation (NOP) and Scoping Meeting
Notice of Preparation: The City of Corona, as Lead Agency, requests that responsible and trustee agencies respond in a manner consistent with § 15082(b) of the CEQA Guidelines. Pursuant to CEQA § 21080.4, responsible agencies must submit any comments in response to this notice no later than 30 days after receipt. Comments in response to this notice must be submitted in writing at the address below at the close of the 30-day NOP review period, by 5:00 p.m on September 14, 2018:

Scoping Meeting: The City will hold a scoping meeting in conjunction with this NOP in order to present the project and the EIR process and to provide an opportunity for agency representatives and the public to assist the lead agency in determining the scope and content of the environmental analysis for the EIR. The Scoping Meeting will be held on August 30, 2018 at 7:00 p.m. to 8:30 p.m. at the Circle City Center, 365 North Main Street, Corona, 92880 .
The City hosted a General Plan Healthy Community meeting on June 21, 2018. In advance of the community meeting, we invited the community to participate in taking a brief survey to prioritize issues about community health. The information received from the survey assisted the city in preparing for the community meeting and eventually creating goals and policies in the General Plan that would promote making Corona a healthier community.
The online survey closed at 5 p.m. on June 14, 2018.
