Four Arrested During “Shoulder Tap” Operation

FOUR ARRESTED DURING “SHOULDER TAP” OPERATION

CORONA, CAOn March 9, 2019, the Corona Police Department participated in the statewide “Shoulder Tap” decoy operation. The Shoulder Tap decoy operation involves over 50 California Law Enforcement agencies with the goal of reducing youth access to alcohol and alcohol-related harm in the community. During the operation, the Corona Police Department’s 20-year-old decoy contacted 29 patrons. Officers arrested four individuals for providing alcohol to a minor.

Shoulder Tap operations utilize minors under the direct supervision of officers to stand outside a liquor or convenience store and ask patrons to purchase alcohol for them. If the adults agree and purchase alcohol for the minor, officers then arrest and cite them for furnishing alcohol to the minor. The penalty for furnishing alcohol to a minor is a minimum $1000 fine and 24 hours of community service.

The purpose of the program is to reduce the availability of alcohol to minors. Statistics show minors generally have a higher rate of drunk driving crashes compared to adults. Studies also show the combination of alcohol and youth tends to increase criminal conduct. According to the American Medical Association, underage drinking can increase chances of risky sexual behavior and teen pregnancy, juvenile delinquency, compromise health that can result in unintentional injury or death.

The Corona Police Department received funding for this operation through the Department of Alcoholic Beverage Control Grant Assistance Program.
